It wasn’t quite an island, but water over the roadways cut off sections of Snoqualmie Valley Tuesday and people in Carnation and Fall City were doing what they could to get through the storm.    Road closure signs were up at several locations around Carnation and they were even more prominent in Fall City.   Jeremy Houston paddled up in a kayak to what just a few hours before was West Snoqualmie River Road Northeast.
