The outrageous scene in Pam & Tommy episode 2 where Tommy Lee (Sebastian Stan) has a conversation with his penis was achieved with a mix of practical effects, CGI, and a famous comedian providing the voice of Tommy's member. Pam & Tommy luridly depicts the bizarre-but-true story of Lee's whirlwind wedding to Pamela Anderson (Lily James), which resulted in their sex tape being stolen and sold on the internet by Rand Gauthier (Seth Rogen). Pam & Tommy takes place in reality but it occasionally delves into a heightened absurdity, especially when Tommy's penis debates Lee on whether he should marry the Baywatch babe.

Pam & Tommy episode 2, "I Love You, Tommy," depicts how Lee met Anderson in an LA nightclub in 1995 before the Mötley Crüe drummer followed her to Mexico. Pamela was already a world-famous sex symbol as a Playboy Playmate turned star of Baywatch, which was the most-watched show in the world in the early 1990s. Despite claiming that she was through dating bad boys, Pamela didn't hesitate to act on her attraction to the tattooed rock star. After four days of partying, Lee was head over heels in love and decided that he wanted to propose to Anderson. However, his penis disagreed. Lee was already divorced from actress Heather Locklear and Tommy's talking penis urged Lee to keep up his womanizing and hard-partying ways. The talk between Tommy and his member saw his appendage actually moving around as it tried to convince its owner to stay single.

Sebastian Stan performed the scene of Tommy talking to his penis but he wasn't entirely nude. Stan wore a prosthetic penis in this scene and others that called for full-frontal nudity, just as Lily James wore prosthetic breasts in her nude scenes as Pamela Anderson. However, Tommy talking penis in Pam & Tommy episode 2 was an animatronic designed and built by Autonomous FX. It was operated by Mike McCarty and Dave Snyder like a puppet, although it was enhanced with some CGI when the penis spoke. The animatronic puppeteers acted along with Stan during the scene and manipulated the member to react while Pam & Tommy's showrunner D.V. DeVincentis read the penis' lines that would later be added via voiceover.

The insane scene was derived from Tommy Lee's own 2004 autobiography, Tommyland, wherein Lee's penis is a character. Throughout the book, the rocker has (presumably) imaginary conversations with his own penis. Pam & Tommy's producers felt such a moment had to be included and they justified in the scene by Lee being high on ecstasy when he imagines talking to his own groin. Pam & Tommy played the scene as if Lee was talking to his own id that took the form of his soon-to-be-famous organ. Rather than Lee voicing his own penis, Pam & Tommy's producers opted to give Lee's organ a voice and distinctive personality of its own.

Jason Mantzoukas joined Pam & Tommy's cast to voice Tommy Lee's talking penis. The bearded actor and comedian is best known for his roles as Dennis Feinstein Parks & Recreation and Detective Adrian Pimento in Brooklyn Nine-Nine. Mantzoukas also stars in action films like John Wick: Chapter 3 - Parabellum and Invincible on Paramount+ opposite Mark Wahlberg. In addition, the versatile Mantzoukas is no stranger to voiceover work as he provided the voice of Scarecrow in The Lego Batman Movie, and he currently voices Jankom Pog on Star Trek: Prodigy, a show aimed at an entirely different audience than Pam & Tommy.
